Proper way to clean / reapply PowerSupport AG screen protector?

Hi, need to reapply my PS screen protector...

So do I just wash it with soap and water and just use your hands? or should I rub it down under the water with a microfiber cloth.

also do I just apply back onto my ipad wet and press out the water with a creditcard?
