Purge iCloud Photo Library for space?

Hi guys. I found something odd with my storage on iCloud Photo Library—my phone is set to keep originals which are 277 photos and 0 videos, taking up 703MB of storage. The odd thing is that my iCloud space says my Photos are taking 1.1GB which does not match what the local storage reports.

I don't have documents and data either so I was wondering if there was a way to purge the library and recover some of that space?

Would turning it off and on again help? Would I need to manually add the photos again if I do this?
