Outlook 2011 is placing recovered files in the trash (nothing inside them) at each boot. Even if Outlook never runs. Upon reboot it adds another if you don't empty the trash. Rebooting doesn't automatically delete them as it is supposed to. I've done every maintenance procedure know to man to no avail. So either the latest outlook/office update is bugged, or OSX 10.8.2 has become corrupt in the way it handles things. My guess is it's office. Any ideas how to stop this? If I lock the temporary items folder it stops, but then Outlook won't run.

This happens sometimes when you reboot and an app is still running (At least to my knowledge) And is normal. This doesn't just happen with office apps, it happens with other Apps as well (Such as iWork apps). My guess is that Outlook has some helper app running in the background. Maybe check your startup items ;)

I did and removed anything related and still comes back. These normally clear up after a couple reboots, but this one is stubborn and I guess hidden.

Maybe try making a new user, and seeing if it does the same thing?
