I just went to CNN.com and this caught my eye:
The story does not report whether Saddam was squinting through his pinched-together thumb and index finger when he made this threat.

On further reflection, I realize that you are probably correct that Saddam Hussein was not, in fact, making a subtle reference to the Kids in the Hall. He probably doesn't even have cable.

No word on if he closed out his comments with:

    "You're a chicken!"
    "Evil!"

I never knew that he was a fan.

Hey now, if a man has a toliet made of gold and millions of US dollars stashed around the country I'm sure he had satalite TV. Of course a man with that kind of resources at his disposal would watch Canadian comedy to unwind from a hard day of 'dictator-ing'. :D

BTW Lyle, I crush your 'tar! <crush!>
miloblithe I crush your 'tar top to bottom making him shorter! <crush!> ;)

Who knows, maybe Saddam was the inspiration for the character?

Did the character have an accent or just a speech impediment. I could never tell.

I think it was a speech impediment. His arch enemy however, had a French accent and he says "I'm pinching your face!"

I think he should try his head crushing technique against this guy. He looks like a pro:
