Hmmm...
If there are apps that you don't want in the Other folder, move them out.
Launchpad is for you to use. Set it up in the order that you like
(The "Other" folder that I have has a mixture of Apple apps, third party apps and a couple of utilities. I have no idea why I did it that way)
I think if you log in to another user (particularly if it is a user that you seldom use), then open Launchpad, everything would be in (more or less) original order, whatever that is - just guessing on that.
