Kind of good and bad. CIA hasn't had a great deal of success and a lot of screw ups over the past 20 - 30 years, more than foreign intelligence agency, and seemingly more than any other domestic agency (Feds apart, perhaps). The increasing reliance on technology hasn't done their intelligence gathering a lot of good, and a dogmatic, political led leadership and directives have made things worse. Too much is spent on analysis and not enough on humint.
Maybe now is the time for the US intelligence community to disband the CIA and come up with something a little more low key.
The bad news is John Negroponte taking charge - more power gravitating towards the White House is not a good thing.
