I received this today by email:

Your Email Address have won $2,500,000 USD in the 2013 COSAFA Cup Competition. Contact: xxxx@att.net<mailto:xxx@att.net>. Remember to quote your E-Ticket Number

It came from someone with an AARP.org email address, but I suspect that is fake.

I found a similar case for this at Scamdex

Is there a best way to report this?

You suspect it's fake ? I'd go with 200% certainty. Don't waste your time.
