Top 25 Most Played playlist?

For the Top 25 Most Played playlist that comes pre-installed on every version of iTunes:

I would assume that the playlist lists the top 25 most played by play count, most to not as much.

Why do I have a song with a play count of 6 in the number 3 spot but another song with a play count of 39 in the number 22 spot?

Is the list sorted by Name? Or by play count?
