I think that is the Classic environment running. Check System Preferences -> Classic and see if Classic is running... If it doesn't need to run you can shut it off (and make sure it's not started with the machine)...

You see, A lot of Mac OS X comes from a project Apple had many years ago called Rhapsody. Rhapsody was one of Apple's attempts at a next-gen OS. Because it wasn't based on the classic Mac OS, it was going to need a Classic Mode just like OS X does - so Apple added it. Rhapsody's version of Classic was called BlueBox (hence TruBlueEnvironment).This has carried down through the years and is still in place in Mac OS X 10.4.
