Hardware at the handset must support it as well.

Things to come in the future along with hardware that support it.

Do we have any idea if the iPhone supports VoLTE?

Why not? VOIPcelullar requires some extra bandwidth and carriers luv more than anything for more consumption, and potentially more features (to sell you).

Yes, it does. That's what "HD Voice" is on the iPhone 5. HD Voice requires G.722.2 AMR-Wideband audio, which only LTE can provide without causing too much network congestion.

However, "Allows VoIP" doesn't necessarily mean that this is "VoLTE."

VoLTE will be a disaster for both VZW/AT&T because the cell site density on both of their voice networks (1x or 2G/HSPA) is significantly more dense than their LTE networks. Until they start upping the number of cell sites in all markets (EVERY site does not have LTE yet) and add small cells/DAS in major buildings/areas, I'm sure the phone will default back down to "normal" voice because VoLTE will keep cutting out.

HD Voice on T-Mobile is not VoLTE though. The iPhone 5 does not support VoLTE.

Thats nothing to do with VoLTE. Its to do with 3G. Works great here in the UK on EverythingEverywhere (T-Mobile and Orange) and Three.

This will be news to Qualcomm, I'm sure.

You should probably also tell this guy that his and other jailbroken iPhone 5 A1428s are presently doing what you say is impossible (a bug a his hack that failed to enable ISR kept the iPhone 5 making voice calls over LTE, and not switching down when non LTE signals were stronger and would render better call quality because of it).
