Ulead's PhotoImpact looks more like iPhoto, from what I saw on their web site, than something that you would use to make a logo with. Adobe Photoshop has a chrome effect which can be applied to just text. There is GIMP and other graphics programs that you can find over at www.versiontracker.com

You can do pretty much anything you want to in the way of special effects and text effects in Photoshop, especially if you are willing to invest in some plugins. Otherwise, you might want to get someone who is very experienced in photoshop to make you some quick mock-ups for you to play with or build upon.

chrome text is very easy to do in photoshop. in fact there might be a built-in swatch for it somewhere in there...
