When the full release of iOS 9 comes out, will I be able to upgrade my iPad Air 2 over the air as normal, or will I need to backup and restore?

Currently running public beta 3.

You'll have to remove the public beta profile from Settings > General > Profiles, do a reboot, and check for an update.

You shouldn't have to remove the profile at all to go from beta to release. Unless a x.0 release is different from all the previous 8.x releases. (8.3 one didn't have to remove the profile. 8.4 did initially but I think was fixed a day or so later.)

It sounds like there might be a chance it could be possible, but also that it might not be. No way to really know until it actually happens.
