Godaddy is advertising 4H hosting:

I send them an email and they said they currently do not cpu throttle.

The price right now is under $5.

So how can godaddy advertise this if it's not possible? No company can offer performance like that without offering at least virtual hosting, who do they think their kidding?

Why don't you just call them and ask? They have 24 hour support.

According to godaddy there is no cpu throttling ,but if you use too much cpu usage they will let you know about it and tell you to do something about it; if the problem persists they will recommend you to get a vps or a dedicated server.

So in reality it seems like cpu throttling still to me even though they say it isn't.

Use dream host. They have shared hosting and a VPS that you can manually allocate the RAM needed. Or they have a private server. Shared starts at $8.99, VPS is at $15 for 300MBRAM. $99 for private server. Customer service is great and fast.
