“Do not deliver before” tags?

Hi all,
Is there a way (or an addin) that will give me the ability to mimic this feature in Outlook. It’s about the only thing I miss after switching to mail. If you are not familiar with this tag it basically lets you flag emails to be sent only at certain times. So “do not send mail X until at least 1700 on the 20th”.
