So, I turned my MBP on last week and it boots up fine but doesn't have any video whatsoever. There is no backlight or anything. I've read that the '07 models had some issue with the GPU.

Does this seem like the symptoms of the GPU issue?

Also, since my MBP is out of warranty, will Apple fix this free of charge, or will I get a nice hefty repair bill?

It does sound like the symptoms of issue. Apple currently has a repair extension program going, so if you have the right model and it fails the right test, they will pay to fix it.
 
Yes that is a symptom of the defective nvidia chip. Take it to your apple store and they will evaluate it. If that is indeed the problem, I suspect they will fix it at no cost to you.
