I think I read somewhere incandescent and florescent lights use more power to start up than leave on for an hour. That's why bulbs usually burn out when they are turned on.
Kind of like taking a private jet to an Earth Day concert...

Did they test commercial bulbs- like the ones used on/in buildings?

Lightbulbs are more likely to burn out when you first turn them on because the filament is undergoing an extremely rapid change in temperature.

This myth seems to have grown out of old advice dating back to the fuel shortage days of the 1970s telling people not to turn off their cars at red lights because of the extra fuel it takes to start the engine. That's pretty true, but it's like 30 seconds worth of fuel at idle on average. The idea that a lightbulb would consume an entire hour's worth of electricity when switching it on is actually pretty ludicrous.

I believe he's talking about fluorescent lights that take a few minutes to warm up to full brightness. I think the answer is no, that the initial warming period does not use more power.

Those aren't fluorescent lights. Fluorescent lights would not be allowed to be used in public buildings as a sole source of light if they did not have a near-instantaneous start time.

What you are probably thinking of are HID lights -- mercury vapor and metal halides are the two most common indoors, high and low pressure sodium bulbs are more common outdoors. These lights take a couple minutes to come up to full illumination levels.

At least you're willing to learn. Our "commercial bulb" friend obviously has some learning yet to do...

Good thing Los Angeles isn't doing it. We have work to do.

I turn my lights off when I'm not in the room, that's pretty much all I can do, I don't work in the dark.
