I recently upgraded to Ventura and have noticed significant battery drain on M1 Macbook Pro. When I open Activity Monitor, it reads like this. I close it, but the battery is still being drained by something in the background. Is there a way to find out exactly what is causing this?

That usage is normal for Activity Monitor.

When you upgrade macOS, the system spends a day or two reindexing the system unless you turn Spotlight indexing off and this means elevated SSD activity and CPU usage. This also happens with iOS.

Keep an eye on it. For reference, my 2021 16" MBP used .08 for Activity Monitor during the last 12 hours whereas Firefox used 456.
