Will this $27 cable accomplish the same thing as the $99 apple ADC cable? It is a M1-DA ---> DVI/USB

It will probably do the same thing as the $39 ADC-to-DVI cable (didn't look at the specifics of the cable you pointed out -- but since it's a Dell cable probably not.)

The $99 DVI-to-ADC cable includes a power brick, which the ADC monitors need when connecting to DVI.

It depends on what you mean by ADC to DVI. If you're looking to run an Apple ADC display off a non-ADC video card, this cable won't do because it doesn't supply power. From looking at it, I think this one is only for running a DVI display off an ADC-equipped Mac. Which one are you trying to accomplish?

Actually, I found out that it's not even an ADC connector (it looks close, but isn't.) It is a projector-specific connector, and I forgot that a connector (this exact one) actually comes with the unit.
