I updated my Series 4 Watch to Watch OS9 and Siri has switched to the default male voice.
I have tried to switch to British Voice 1 which was my normal choice and it says

“Waiting to download. Download will occur when your watch is charging and connected to WiFi.”

I put the Watch on charge and nothing happens, it is connected to WiFi. I have tried restarting it but it does not download.

I fixed the issue by changing my Siri voice on my iPhone, then changing it back to what it was previously. After I did that, it was "live" on my Apple Watch.

I am finally getting somewhere. I tried changing Siri on my iPhone but this did not seem to do anything for me, but then hours later it finally downloaded the correct voice for me.

I have now selected the correct voice (female) and Siri uses it now - except for when you put two fingers on the watch face when it then says the time in the other (male) voice!

I have a new Apple Watch ultra with same problem, really disappointing at Apple’s drop in software quality, this company is due for a large fall very soon

yes me too… the stupid Watch announces the time on two finger place using the old robot female Siri voice.

This bug is so obnoxious
 
I had to wait for my apple watch to nearly fully charge just so it could install the language package, while on charge. UGH.
