Okay so I have an AirPort Express at my house, and I want to connect it to my AT&T router at home.

The question I have is what this will do for me. There are times when my sister is video chatting and I'm playing an online game where you connect to its servers, and my AT&T router's internet connection shuts down, then turns back on after a minute. Sometimes this will last for a few hours at a time at 5 minute intervals, so it gets quite annoying.

Anyway I'm wondering if connecting the Express will help the problem by dispersing the usage (me on the Express, my sister on the router), or if replacing the router with an AirPort Extreme will do what I'm looking for.

It sounds like your problem lies with your router or with your AT&T service. Call your ISP to have them check out the equipment and lines. Adding an AirPort Express won't "disperse the usage", as all traffic will still go through your router.
