for example scroll my library on my watch select the song and have it play thru my phone that is connected to my Bluetooth speaker? Or is the closest im going to get is connecting the speaker to my watch?

and in the "now playing" app am i able to select a different song or just "skip" songs

it's returning (touch wood) as a feature with watchos 4.3 (unless they remove it in a later beta)
 
Apple originally let you view your entire music library that was on your iPhone through your Apple Watch, and they allowed you to use your Watch as a remote.

After a recent Watch update, Apple removed this functionality and only let you use your watch to either select songs that were stored on your watch, or play Apple Music playlists, or skip tracks. Although they removed the ability to select any song available in your iPhone music library through your Apple Watch. I think they may have done this change since they wanted to push this feature as exclusive for LTE Apple Watches with Apple Music.

Although this feature appears to be returning with Apple Watch OS 4.3 which should hopefully be available soon. It’s currently only available as a beta for developers.

That's the conspiracy theory, but it could reasonably be an Airplay 2 thing (one of the reported reasons for the homepod delay)
 
I am so looking forward to having this feature back. I play music from my iPhone through my car’s audio system. It was easier (and arguably safer) to control the music on my AW than on the dash controls.

It's not nearly as easy to control, but you can use Siri to choose what to play through the AW. I use it with playlists, anything else is too hard for Siri to comprehend.
