Of course, am sure they use some kind of light meter instrument.

Ur camera has a light meter. The better ones will give u a number, in STOPS (photography parlance) not as precise as an instrument that reads candela output.

And App for that? Go into the Apple store to find out.

I checked in the app store, there's a lot of apps for tweaking the screen brightness but I can't seem to find any for measuring the screen brightness

Can a ruler measure itself?

You cannot expect to measure screen brightness by using your screen, that makes absolutely no sense at all.

Websites that post this number most likely use something of this nature: http://www.hotektech.com/GossMavolux5032.htm

haha..o I thought there was a way the computer itself could measure how bright it makes the screen.. because it could measure internal temps.. maybe it could also measure how bright it makes the screen

Two very different measures with two very different measuring techniques, you are comparing apples to oranges.

I would not try to measure torque using a thermometer, see what I mean? Unfortunately what you are asking is both impossible and non-existent.
