How many would you need? Freedom Pop does something like that. Not sure what others do though.

You could just use something like Google Voice and save yourself the complexity of setting up an account with an eSIM.

Do you mean can you send pictures via Google Voice SMS? Yes you can. Phone calls? Yes.

It's free…so you can get a Google Voice number and see for yourself what it can do.

I don't need call time or phone calls I just want text messaging.

Plus not all services accept google numbers.
 
If you specifically want actual texting via a phone number your best bet might be to look into a some sort of a pre-paid service (like Tracfone or something similar) and get a cheap plan that includes texting. It'll likely include calling too and maybe even data, but you can just not use those if you don't need them.
