I've tried numerous times without any luck, iTunes keeps showing me an 'error encountered (14)' window. I was able to install iOS 13 beta 1 to my iPhone without any problems.

The 1st gen 9.7 is old and obsolete so I doubt anyone else is trying.

Are you kidding? The IPP 9.7 is still an amazing device. It flies on IOS 12 and will certainly fly on IpadOS 13.

I don't get what you're trying to say. iTunes is the current way to restore with an IPSW for 99% of the population

As far as I know you need Catalina for instaling the IOS 13 beta 1 (iPhone and iPad), but you said you managed to install on iPhone no problems, so.... i dont know what can be.

LOL okay. A 3 year old tablet that is still supported and used by many with hardware that is still being sold by Apple is obsolete?
