I had major problems with my iPhone 6 Plus with IOS 9 Beta 1, so I decided to downgrade back down to IOS 8.3 for some reason the iCloud backup I mad yesterday before I upgraded to IOS 9 seems to be corrupt so the only iCloud backup I have is from IOS 9 Beta 1.

Is there anyway I can restore the iCloud backup from IOS 9 Beta on IOS 8.3?

I hope there is otherwise I've lost all my contacts.

i would first log into iCloud.com and check to see if your contacts are indeed saved with iCloud as well as what other information is sync'ed.

Not likely, any subsequent backups would be polluted with remnants of iOS9 and could crash iOS8.

Apple's step 1 for beta is to make a local archive backup in iTunes.
You must restore from that local itunes archive backup.

1 Archive an iOS backup.

Your contacts should be synced with iCloud, gmail, whoever...
