I have bought my wife an iPhone 12 Pro Max (iOS 18.21). We record her ID independently, but Apple does not recognise the password. We go to iforgot.apple.com, and enter her Apple user name. Now comes the trouble: we are prompted to enter the number of the associated telephone, but it is a number that neither of us has ever used. If we instead go to Update Apple ID on the new telephone, and choose Forgot Password, we are prompted to enter either of 2 telephone-numbers, both of which we do recognise. We use one of those numbers to obtain a One-Time Code, which we enter, but this results in "Verifying," with a spinning wheel, and goes no further. Any suggestions gratefully received !
 
Make sure you are connected to Wifi during the verifying process. In addition, make sure you don't have any VPN (or similar) app running when trying to verify. If it continues, reboot the phone and try the process again with both numbers. If it is still stuck in verifying, I would contact Apple.
