Whenever I use Apple Music on my Apple Watch, it streams from my phone. The playlists are downloaded onto the Watch. The music plays as it should, off the Watch, when I turn off WiFi. Any ideas what’s causing this?
AFAIK, that's exactly how it is supposed to work. Whenever your phone is in bluetooth range, anything the phone can do (such as streaming) it will do, rather than using the watch.

Phone is not in BT range. I’m hundreds of feet away on another floor. I’m in a gym. It’s streaming to watch through WiFi. It also defaults to playing music on my damn phone. I’ll start using it at the gym, says music is playing, nothing coming through my Beats Fit. Turns out, it defaults to playing music in my phone. That’s idiotic. Music will get choppy and speed up or slow down when it tries to catch up to where it’s supposed to be.
