Apple Watch 5 LTE - watchOS update impossible through wi-fi/cell on phone

Hi,

I am trying to update my watch to newest watchOS available but there is always error during update search - please try again later.
I'm doing this through Wi-Fi connection on my watch (watchOS 6 can do that without phone) and through cellular network.
iPhone 11 Pro is running iOS 13.3.1 (on purpose not updated to latest 13.6.1 - battery drain issues etc.) so update of watch through phone is not taken under consideration.

Can you advise?
