My iPhone 6 is reporting background activity for apps which are not running. I also have background refresh disabled for all apps in the settings.

If I don't use my phone (e.g locked)it still reports usage for about 20 mins a day. Today it reported messages background activity and before this the same for Google Inbox.

Any idea what is going on? And any tips on fixing it.
 
Certain system type of things (like Messages) will run here and there for various housekeeping reasons and there's not that much control over those types of activities as those processes are built into the OS essentially. Third party apps shouldn't really behave that way, but if there are notifications coming in or them reauthenticating with their servers or something of that sort, it can likely be counted as (background) usage associated with those apps.
