bandwidth manager?

Hi, I am currently sharing a DSL connection with my bandwidth hungry PC friend......ok so maybe he's not my friend (PC/bandwidth hog) jk. Anyway I was wondering if there is any software that will manage the bandwidth on my router or some way to demand a certain amount of bandwidth to my mac. Thanks for any help, even though I doubt there is much hope.
