Battery not charging? PB G4 12"

    I'm having a problem with my PowerBook G4 12" (rev A) that I bought back 18 months ago. Just recently (this week), the battery is not charging all the way up anymore. I don't think it is related to 10.3.5 because I installed that almost three weeks ago now.

    The LED's on the bottom of the battery show 2 lights when I press the button. At the moment, the 2nd light is blinking, showing that it is charging. I could be wrong, but my memory is that the lights would blink all the way up in succession when it was charging before. Can anyone confirm this?

    Any suggestions on how to check the battery capacity, reset the battery, etc? I've tried different chargers and I see the problem with all of them. I have two Apple adapters and a Juice adapter.

    [EDIT] I checked "Energy Saver" in System Preferences and it says the battery is at 40% which jives with the two lights being on. I just don't know why it won't charge any higher than 40%.
