I've just upgrade a MacOS Big Sur environment to Monterey beta 5.
All smooth, except for one minor thing. Under preferences/apple ID I see
Private Relay - (Upgrade Button)
If I click on it I get told to choose a plan, which then confirms I already have a 2TB plan

Also if I click on 'Hide my email' I get a popup 'Not available - Please try again later'.

A minor weirdness - with prior betas (I had to temporarily reinstall Big Sur) - Private Relay was enabling ok - of course in truth it's likely I'll turn it off anyway if those prior experiences are anything to go by

Private Relay working on iOS 15 beta on same network

I did nothing, but it's working now. Co-incidentally I did notice a popup on my iPhone saying that private relay was temporarily unavailable, so looks like a regional/network glitch.

EDIT: Hide my email still throwing error. Private relay now selectable...

All of this works for me on latest iOS and macOS zero issues

If you see certain iCloud options unavailable in betas log out of your iCloud account or macOS and log back in. It usually resolves immediately or quickly.

I should add that so far it seems like iCloud drive (Documents etc), keychain are fine
You can simply enable it again in Safari. I ran into this issue where it asks me to upgrade my plan although I have iCloud+. I casually discovered that when we disable Privacy Relay, the way we can enable it is going to the start page in Safari and there you have an option to enable Privacy Relay.
