Thanks for reading, what happens is something that I noticed yesterday and is that when you open the call or contact application on my iPhone and select a specific contact, the round blue icons that are "message", "call" and "WhatsApp" begin to blink a couple of times, sometimes they blink a little and other times blink more, the truth is not a big bug bug... but if it is something annoying. someone knows how to solve it?

No blinking here and I use google for contacts. There is a slight delay before FaceTime turns blue. I do not have WhatsApp installed.
 
Is that with WhatsApp installed? or no WhatsApp, never had it?
I won't use WhatsApp, so the blue icon for me is for Facetime, and no blinking. Might be related to some other app (WhatsApp) taking over that icon, so if you use WhatsApp, its just a slight incompatibility that WhatsApp might need to fix.
Or, just ignore the blinking, if you need WhatsApp.
How long do you need to stay on that screen, in any case?
 
WhatsApp or no WhatsApp it does it. Just another pesky little critter for iOS 13.
 
And, one that not everyone sees.
Might be fixed in a later iOS update, I suppose, as I am running 13.3.1 beta
 
Just bought a new iPad mini and it's doing the same thing. I also bought a new MacBook Air and I'm afraid to open it in fear that if it's something that's corrupt that it will do it to the mac. Any ideas?

No clue. You could try Reset All Settings. If it still does it, Restore as new, not from a back up. Or wait til the next OS update. If it still does it then, contact Apple Support. You can also leave feedback here:

Spoke to tech support in the middle of the night. He thinks it's just the iPhone constantly refreshing with googles servers to get new info. He said in no way is it a bad thing.

I believe that it is definitely related to updating contact from Google. But more than annoying, because it is related to more than just the blinking of those icons.

If you try to make any changes to the contacted before those icons stop their blinking (i.e. retrieve whatever changes they plan on retrieving from Google), you will lose whatever changes you were making and it will revert back to whatever data is on Google.

Example: on one card, I had multiple addresses for a friend, some of which were old addresses. I tried to delete the old addresses, but it kept adding them back in. Only after the blue icons stopped blinking, was I able to delete the old wrong addresses and have them stay deleted.
 
I also had this problem. It started after I turned my Contacts off and then on in Apps Using iCloud. So I went back to: Settings—>Tap on your name—>iCloud—>under APPS USING ICLOUD turn Contacts off. Select keep on my iPhone. This is only a temporary fix. Eventually you will need to turn it back on to backup your contacts to the cloud ......
 
I have the same icons flashing after updating my iPhone to 13.4.1, did not happen on previous versions of 13. Contacts with an address also have the map box at the bottom flash with the icons. Can not edit contacts on the iPhone.

I do not use google for contacts, or use WhatsApp.

Do not have any flashing on my iPad with 13.4.1.

Reseting and restoring do not help, flashing starts again as soon as I sign into iCloud.

Signing out of iCloud, or just turning off Contacts in iCloud stops the flashing, and the contacts are able to be edited.

When signed into iCloud, with Contacts on, the activity icon in the status bar flashes briefly, along with the flashing icons. If contacts is left open, the iPhone becomes unusually warm after awhile. Seems like contacts are continually trying to sync with iCloud.
