    BDAC already had trouble hanging into much credibility since inception: two high profile members (the mayor of San Jose and NYC's CTO) both quit recently over meeting format and membership structures referred to as skewed or stacked towards the industry rather than the public interest. Accounts from the panel's time of formation around a year ago and later that summer had noted that 28 out of 30 appointees were industry reps; after "local officials" were supposedly solicited, only two were chosen and the rest had financial links to broadband providers.
