They can do what they wanna do. If I eat at a California restaurant mandating this, I could just take off 2% from the tip.

Why would you punish the employees over a management decision?

It's not an issue in my state so I wouldn't have to deal with it.

Since customers are being punished, I could choose not to eat there at all. Would that be a better option for the employees?

They could also have automatic tipping.

I would avoid restaurants that added this charge.

Careful there... Flatulent cows are already on the hit list so throwing beans out there into the spotlight might cause them to be included in the New Green Deal hit list...

Ban beans now or we are all going to die in 12 years! :p

That would be another red flag for me at any restaurant.

What would be climate change surcharge plus automatic tipping at a Chinese restaurant in Chinatown?

The story in the OP says “It would still be optional for customers, but if all diners at a certain eatery pay it, the haul would be more than enough to make the establishment carbon neutral …” so no restaurant would be forcing you to take the upcharge.

Still, I always try to tip in cash, because I do not trust restaurant management to see that the server get the tip off the card. Similarly, I would be skeptical about whether the money would be directed towards positive ends and not just the company's bottom line.
