Can a Win11 PC connect to a USB hard drive that's connected to a Mac mini?

I have a MBP, Mac mini and Win11 PC all connected via Ethernet to a cable router. The two Macs talk to each other just fine, and the mini lives under the main TV in the living room and is used as an HTPC, so it has an external 3TB USB media hard drive.

I have that media drive mounted on the desktop of the MBP - is it possible for the PC to do the same, ideally for read-only access? What would the process be?

In Windows, the Mac mini should appear under Networks. If it doesn’t, is Windows configured to allow network connections from local network?
