I'm thinking of buying a new MacMini, but the current OS HighSierra doesn't work with one program that I need to use. Is there a way to downgrade a Mac Mini to an earlier OS version than it originally came with?

I know how to generally downgrade to an earlier OS version, if you upgraded your OS and want to go back. But I don't know if Apple is preventing to downgrade to El Capitan (10.11) if the current Mac Minis are now being shipped with 10.13.

Has anybody ever done this?

Though the Macs Apple is selling now come preinstalled with High Sierra, the 2014 Mac mini originally shipped with OS X 10.10 Yosemite. Any later version should work, including El Capitan.

You'll need to make a bootable USB installer of El Capitan and perform an erase and install as MacOS doesn't support in-place downgrades.
 
Yes, you can. It should work without problems with the following MacOS system: 10.10, 10.11, 10.12 and 10.13 ...
