Can I edit a live photo by using a different portion of the video clip?

I have a grainy live photo but the video part of it is clearer and I'd like to convert the photo by using a screenshot of the video portion instead. Is there any way to do that?

If you are a Windows user it's easy. Simply plug in your phone and drag the desired .MOV file of the desired photo to your PC using File Explorer then play it. On Windows 10 it opens with the Movies and TV app. My guess is on Windows 7 you'll need Quicktime or VLC to play it.

I'm surprised there's no built-in iOS feature that does this. It's a great way to enhance a photo, it basically eliminates blurry photos.

The resolution of the MOV file is pretty bad, though.
