And if so, how exactly? Are there some specific boxes I need to check in iTunes (Mojave)?

I’ve got my iPhone backed up locally on my MBP, encrypted. Not got the greatest connection at the moment and I’d rather save myself the hassle of downloading about 100gb or so of downloaded Apple Music.

You could try to restore the new iPhone directly from the old one. For photos it worked for me, maybe it works for Music as well?
 
I can confirm the above is correct. I restored my phone the other day to try and clear up a few issues and Apple Music showed my playlists, music etc but I had to tell it to download what I wanted locally again.

Thanks. Not what I wanted to hear, but I suspected that was the case. Just didn’t want to blindly restore and then realise, too late, missed my opportunity.
 
Both iCloud and iTunes can not do that for you. You need to find third-party tools.

Quick tip: Create a smart playlist on your Mac, 1000 songs sorted by most played. Then tell your phone to download this playlist.

Now you'll have the music you listen to most on your phone.
 
It's a similar situation to the apps on the iPhone having to be redownloaded after a restore only it's not automatic.

Put all of your downloaded songs/albums into a specific playlist (call it "Downloaded"?) and the next time one touch will re-download everything.
 
I found an article one time that said to make a smart playlist that included songs with greater then 1 sec of playtime. It’s basically all music that it adds to the playlist. Then you just download the playlist which in turn downloads all your Apple Music.

It sucks that Apple doesn’t provide the option to transfer your downloaded music to a new device. Especially if you use Apple Music like myself, it’d be easy to implement it.

Yep. I had 180gb downloaded on old phone.

I have great internet at home, but I’m helping a relative for a month during lockdown. Her connection is fine for basic usage but utterly lousy for high volume/downloads. Heyho.

Yikes. I hate having to download 9GB worth Music. I can openly imagine your pain.

I believe iMazing can do this. Paid app, but it has more than paid for itself for me in its utility.
