I know this question seems obvious but I just wanted to make sure.

My father has a Verizon 4G LTE Mobile Hotspot at home where it comes up us a wireless network and his laptop connects to it.

I tried to use the wireless network last night by putting in the password and it wouldn't join.

I know that Verizon is a different network but is it possible for me to connect to that hotspot with my AT&T iPhone4 at all?

A Verizon Mobile Hotspot is simply a wireless AP that connects to the Internet over cellular. Any device that supports wireless can connect to it.
