I have a late 2012 27" i7 iMac that I use as my main computer that I would like to update to Catalina eventually once I upgrade from a fusion drive to SSD. I have a mid 2011 mac mini that I would like to keep around to run old 32 bit programs on but I don't have room for two monitors. Can I use my iMac as a monitor when using the mid 2011 Mac Mini?

Take a look at Luna Display. The ability to use one Mac as the display for another was recently added.

I think you can, but with no guarantee:

you can use one thunderbolt cable(tb1 or tb2, NOT tb3 and NOT mini Displayport cable) to connect the two machines and press iMac's Command + F2 to use the iMac as the monitor of the mini
