Cannot connect to iTunes Store

I have an iPad 3 running iOS 9.3.5 and it has stopped connecting to the iTunes store. When I attempt to login to the iTunes store I get the message "Cannot connect to iTunes Store". I've looked up on Apple's support site for that message and done its recommendations:
1) Check connection - my network is working fine
2) I reset my Apple ID and tested that works to log me into iCloud.
3) I logged out of the iTunes store in Settings/General/iTunes and App Store/Sign In and of course I can't log in.

I connected iTunes on my laptop via the old 30 pin cable, and it synced and told me that my iTunes is up to date.

Anyone have any ideas as to how I can get my login to work on the iTunes Store?
