Cannot increase app-size on homepage iPhone 12

I want to achieve the above, as I am sight-impaired, and need all the help that I can get. I launch System Preferences, Settings, Display & Brightness. There is no choice in the menu to increase app size. I go to Accessibility, Zoom, and check that it is On. That makes no difference, either. What am I doing wrong ?
