Can't restart

Anyone else notice that every so often, say when installing iTunes 2, that when you try to restart (os X.I) the dock goes away, the menubar disappears, but then it all comes back, and you didn't actually restart? I don't think this is supposed to happen.. anyone have any ideas? Even if I hit Shut Down, it does the same thing.. basically it relaunches the Finder.. weird!

I'm on a Pismo 500.. 640MB Ram.. (so that's not the trouble)..
