I am on MacOS 12.0.1 and for me the Change Picture is greyed out. I have attached the screenshot. I have tried resetting the Nvram etc and no luck. Any help?

UPDATE: workaround: open the Desktop and Screen Saver Settings on any desktop and then switch to other desktop and then come back to first desktop, the options will be enabled. Strange behavior!

Hmmmm...I am not a smart man - what do you mean by "on any desktop and then switch to other desktop"?

I mean if you swipe to different desktop and then come back to first one. you do know that you can add more desktops on the screen!

I tried the workaround. I created a new desktop and swiped to it after opening the desktop and screen saver settings. When I swiped back I selected a picture then both change picture and random with 1 min intervals so I could check the results. It appeared to work for a few minutes and then went back to the last desktop picture that was selected before change picture was selected. The Change and Random settings were then again Greyed out. Also I had removed the additional desktop after setting the change settings.

This is certainly odd and must not be the intended behavior.

yes its a hit or miss solution! its not the intended behavior. for me its just cycling through limited images like only 3 images not changing to others!

I went ahead and submitted a Bug report to Apple/Feedback. I am not sure if it will do any good but thought I would give it a shot.

An annoying bug for sure... I solved it by clicking the 'Apple' menu at the top, which un-greyed the option.

Thanks for this. I am giving it a try. It seems you can select anything but the Desktop Pictures Folder to randomly change backgrounds. If you select the Apple drop down then everything in the tree is selected. Consequently there are a ton of blank colored backgrounds. oh well...

I had to select Apple>Desktop Pictures (left-hand menu) > a random image from Desktop Pictures (right-hand menu). That un-greyed the change picture checkbox and dropdown. Afterwhich, the checkbox and dropdown stayed un-greyed.
