Has anyone else noticed the acronyms congress uses in some of their bills?

"Internet Stopping Adults Facilitating the Exploitation of Today's Youth Act"
    Internet SAFETY act

"Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act"
    USA PATRIOT act

"Consumer Assistance to Recycle and Save"
    CARS (cash for clunkers)

I don't know, do they have a person who just sits there and thinks of laborious acronyms for these things?

It's similar with clinical trails in medicine. It's partly to make the trial memorable and catchy. I guess in politics however the name goes a long way in selling the idea as well.

They sound trivial but allow people to try and frame the debate, not only on bills but in sound bites also.

Patriot Act or Spying on Americans
End of life counseling or death panels
CARS or ill thought out continuation of auto industry bailout.
