Connect to SQL server remotely?

can you connect to mysql database over the internet. Example.. I want to develope mysql/php with dreamweaver mx... so it needs to connect to mysql in my mac server in another town. I tried.. buy didn't work.. do I have to do anything to enable it? is it safe?
