I have an iPhone SE (2022) with iOS 16.4.1 (a). Yesterday I got an alert that iOS 16.5 was available. I clicked on something like "more details", which took me into Settings but just showed a seemingly-perpetual loading screen.

Since then, the phone has constantly been giving me a notification (I've seen it dozens of times at this point) saying nothing more than "16.5 Not Installed" in large text and "The update will try again later" in smaller text. I've never seen this style of message before, and Google has no record of it.

I have automatic updates turned off, and I haven't yet told the phone to install the iOS 16.5 update and haven't approved it with my PIN. So why does the phone seem to be trying to install it anyway? Even rebooting the phone hasn't stopped the message.

The grammar of the message is strange too; "The update will try again" makes it sound like "the update" is sentient or something!
 
This kind of issue might occur due to some glitches in the update process. A common remedy is to restart your iPhone, but you've mentioned that rebooting didn't solve the issue. You can try a few other things: firstly, try resetting your network settings (Settings > General > Reset > Reset Network Settings). This won't erase your data, but you'll need to re-enter Wi-Fi passwords. Secondly, you could try clearing up some space on your iPhone. Sometimes, insufficient storage can cause hiccups in the update process. Lastly, if nothing else works, you might need to reset your iPhone to factory settings and then try the software update again. Remember to backup your data first!
 
Another quick thing to try in case the process got stuck is to delete the (partial) update file.
Apparently Apple still downloads stuff even if one chose to skip it temporarily.
Settings > General > iPhone Storage > iOS 16.5 Update > [remove/delete]
Then searching again for updates re-initiates a fresh download.

I've had the time to actually request/install the update now, which has made the notification go away. Thanks for the suggestions though!
