You can use the "dip-to-color" transition. By default the color is black, IIRC, so just change it to white. Or you can drop in a slug and add a color correction or invert filter to change it from black to white.

create a color matte, and change it to white, then have it cover one frame on a higher video track

I find this effect to be slicker if you flash 100% white for one frame and then fade out over the next 3 or 4 frames rather than a white flash for 2 frames or what not
