So I moved all my pictures from my Windows computer to my new Mac into the Pictures folder. Then I imported them all to iPhoto. It seems iPhoto saves all them in some hidden library. Does that mean I can delete all my photos from the Pictures folder? (and doesn't this mean that you Pictures folder should usually just hold the iPhoto Library icon?

If your photos show up in the iPhoto app, then, yes. you can delete the ones you imported from your pc. Yes, the iPhoto library should be in the Pictures folder and the photos within that. The folder is "hidden" so that users will not do anything to/with their photos in the library in finder. Doing so will render iPhoto app unable to access your photos.
